The project goal is to work with the local governments, business leaders, utilities, academia, and civil society groups to develop low-carbon strategies for the Dominican Republic, Jamaica, and Haiti. The project will include renewable resource assessments and mapping, technical, social and economic assessments, and a full-scope policy analysis of potential renewable energy zones and energy efficiency projects. ParaguayThe Atlantic Forest, Pantanal and Chaco Ecoregions are threatened by increasing land conversion, especially the conversion of forest due to growing soy production and livestock breeding.  Developing countries will be required to measure, report, and verify mitigation actions according to international guidelines, but few have the capacity to do so. The goal of this project is to build the capacity of a set of countries both to inform the design of those guidelines and to implement them at the national level. Our approach will be to define the features of a robust national MRV system; map current national and sectoral systems against those features; engage policy-makers (“top-down”) as well as the private sector and civil society (“bottom-up”) in national stakeholder groups to understand national needs and inform the design of national systems; and build capacity and support in key corporate sectors and civil society to adopt and implement national MRV systems.  Australia has allocated A$24 million, and disbursed A$9 million, to the Least Developed Country Fund (LDCF). At least 20 per cent of funding from the LDCF flows to the Pacific and other SIDS, including a project on climate resilience in Samoa.  The Adaptation Fund has recently been working with the Solomon Islands to enhance its agricultural and food security and has endorsed future work with Fiji, Papua New Guinea and the Cook Islands. The Adaptation Fund was designed to finance adaptation projects and programs in developing countries that are particularly vulnerable to the adverse effects of climate change, including Pakistan. Funding to these initiatives is to flow over financial years 2011-12 and 2012-13. ASEAN, ThailandThe project promotes low-carbon patterns of consumption and production in Thailand and other ASEAN states by developing criteria for climate-smart products and services. These criteria are to be applied to particularly climate-relevant product groups within the states’ existing ecolabelling systems, and are to be used as a basis for public procurement. Thailand’s government has set up a corresponding programme, among other related activities. Criteria development is the bottleneck in this process. The project’s goal is to substantially improve climate performance on both the production and consumption side. Experience gained with the German ‘Blue Angel’ ecolabel scheme will be utilised to ensure optimised labelling, awareness-raising and marketing strategies for climate-smart products.
